How do we measure the economic return to higher education? Typically it is calculated as the difference between average wages of college graduates and those who have not graduated from college. In 1997, for example, college graduates earned an average of 40,508 (dollar) versus just 23,970 (dollar) for non-college graduates. Based on these income levels, the economic return to a college education is approximately 69 percent, the difference between the two income levels. But this simple calculation ignores the fact that college graduates tend to come from higher socioeconomic levels, are more highly motivated, and probably have higher IQs than nongraduates. Although these factors influence incomes, they are not the result of college attendance. Therefore the result of the study is an overstatement(大话)of the returns to higher education.
More sophisticated analyses adjust for these extraneous(外来的)influences. For instance economists Orley Ashenfelter and Alan Krueger, estimate that each year of post-high school education results in a wage premium(奖金)of between 15 and 16 percent. Their study is particularly relevant because they examined the earnings differences for identical twins with different education levels, allowing them to control for genetic and socioeconomic factors. Other research puts the wage premium for college graduates at nearly 50 percent.
Unfortunately, you can't spend a college wage-premium. Income levels for the average college graduate have stagnated. After adjusting for inflation, the average income of college graduates holding full-time jobs rose by only 4.4 percent between 1979 and 1997, or at a minuscule annual rate of 0.2 percent. At the same time, workers with only high-school degrees saw their real income plummet by 15 percent. Bottom line:the much-ballyhooed college wage "premium" is due primarily to the fall in inflation-adjusted salaries of workers who haven't been to college.
In fact, if you don't go on to graduate school or are not among the top graduates at one of the nation's elite colleges, chances are your sky-high tuition is buying you no economic advantage whatsoever. In recent decades the flood of graduates has been so great that an increasing proportion have found themselves, within a few years, working as sales clerks, cab drivers, and in other jobs that do not require a college degree. In 1995, approximately 40 percent of people with some college education — and 10 percent of those with a college degree — worked at jobs requiring only high-school skills. That's up from 30 percent and 6 percent, respectively, in 1971.

文章标题推断题。文章第一段作者就指出髙等教育经济回报的衡量是不确切的,是在夸大其词。以下几段作者详细分析了其现象及原因。由此判断A项正确。
It is natural for young people to be critical of their parents at times and to blame them for most of the misunderstandings between them. They have always complained, more or less justly, that their parents are out of touch with modern ways; that they are possessive and dominant; that they do not trust their children to deal with crises; that they talk too much about certain problems — and that they have no sense of humor, at least in parent-child relationships.
I think it is true that parents often underestimate their teenage children and also forget how they themselves felt when young.
Young people often irritate their parents with their choices in clothes and hairstyles,in entertainers and music. This is not their motive. They feel cut off from the adult world into which they have not yet been accepted. So they create a culture and society of their own. Then, if it turns out that their music or entertainers or vocabulary or clothes or hairstyle irritate their parents, this gives them additional enjoyment. They feel they are superior, at least in a small way,and that they are leaders in style and taste.
Sometimes you are resistant, and proud because you do not want your parents to approve of what you do. If they did approve,it looks as if you are betraying your own age group. But in that case, you are assuming that you are the underdog; you can't win but at least you can keep your honor. This is a passive way of looking at things. It is natural enough after long years of childhood, when you were completely under your parents, control. But it ignores the fact that you are now beginning to be responsible for yourself.
If you plan to control your life, co-operation can be part of that plan, you can charm others, especially your parents, into doing things the way you want. You can impress others with your sense of responsibility and initiative, so that they will give you the authority to do what you want to do.

If you feel overwhelmed by your college experiences, you are not alone many of today's college students are suffering from a form of shock.
Lisa is a good example of a student in shock. She is an attractive, intelligent twenty-year-old college junior at a state university. Now, only three years later. Lisa is miserable. She has changed her major four times and is forced to hold down two part-time jobs in order to pay her tuition. She suffers from sleeping and eating disorders and has no close friends. Sometimes she bursts out crying for no apparent reason.
What is happening to Lisa happens to millions of colloge students each year. As a result, roughly one-quarter of the student population in any time will suffer from symptoms of depression. Of that group, almost half will experience depression intense enough to call for professional help. But many reject that idea, because they don't warn people to think there something wrong with them.
There are three reasons today's college students are suffering more than in earlier generations. First is a weakening family support structure. Today, with high divorce rates and many parents experiencing their own psychological difficulties, the traditional family is not always available for guidance and support.
Another problem is financial pressure. In the last decade tuition costs have skyrocketed(猛涨)一 up about sixty-six percent at public colleges and ninety percent at private schools. At the Mame time there has been a cutback in federal aid to students. College loans are now much harder to obtain. Consequently, most students must work at least parttime.
A final cause of student shock is the large selection of majors available. Because of the magnitude(重要性)and difficulty of choosing a major, college can prove a time of great indecision(犹豫不决). Many students switch majors. As a result, it is becoming common place to take five or six years to get a degree. It can be depressing to students to be faced with the added tuition costs.
While there is no magic cure-all for student shock, colleges have begun to research into the psychological problems of students, and upgrade(提高)their psychological counseling centers to handle the greater demand for services. In addition,stress-management workshops have become common on college campuses. Instructors teach students various techniques for handling stress.

France might be described as an "all-round" country, one that has achieved results of equal importance in many diverse branches of artistic and intellectual activities. The French ideal has always been the man who has a good all-round knowledge, an all-round understanding: it is the ideal of general culture as opposed to specialization.
This is the ideal reflected in the education France provides for her children. By studying this education we in England may learn a few things useful to ourselves even though, perhaps indeed because, the French system is very different from our own in its aims, its organization and its results. The French child, too,the raw material of this education, is unlike the English child and differences in the raw material may well account for differences in the processes employed.
The French child, boy or girl, gives one the impression of being intellectually more precocious(早熟的)than the product of the chillier English climate. English parents readily adapt their conversation to the child's point of view and interest themselves more in his games and childish preoccupations. The English are, as regards national character, younger than the French, or, to put it another way, there is in England no deep division between the life of the child and that of the grown man. The art of talking to children in the kind of language they understand is so much an English art that most of the French children's favorite books are translations from the English. French parents,on the other hand,do their best to develop the child's intelligence as rapidly as possible. They have little patience with childish ideas even if they do not go so far as to look upon childhood as an unfortunate but necessary prelude(开端)to adult life. Not that they need to force the child? for he usually leads himself willingly to the adult life. Not that they need to force the child, for he usually leads himself willingly to the process, and enjoys the effect of his unexpectedly clever remarks and of his keen judgment of men and things. It is not without significance that the French mother instead of appealing to the child's heart by asking him to be good appeals to his reason by asking him to be wise. Reasonableness is looked for early in France, and the age of reason is fixed at seven years.

Normally a student must attend a certain number of courses in order to graduate, and each course which he attends gives him a credit which he may count towards a degree. In many American universities the total work for a degree consists of thirty-six courses each lasting for one semester. A typical course consists of three classes per week for fifteen weeks: while attending a university a student will probably attend four or five courses during each semester. Normally a student would expect to take four years attending two semesters each year. It is possible to spread the period of work for the degree over a longer period. It is also possible for a student to move between one university and another during his degree course, though this is not in fact done as a regular practice.
For every course that he follows a student is given a grade, which is recorded, and the recorded is available for the student to show to prospective employers. All this imposes a constant of work, but in spite of this some students still find time for great activities in student affairs. Elections to positfons in student organizations arouse much enthusiasm. The effective work of fluiintaining discipline is usually performed by students who advise the academic authorities. Any student who is thought to have broken the rules, for example, by cheating has to appear before a student court. With the enormous number of students, the operation of the system does involve a certain amount of activity. A student who has held one of these positions of authority is much respected and it will be of benefit to him later in his career.
